Canadian citizen born abroad

My maternal grandparents are 100 percent Canada (born and raised) before they moved to the US for a short period of time for my grandfathers surgeon residency in Dearborn Michigan. My mom was then born there and lived there for 20 months before moving back to Canada where she's resided ever since. I'm curious if she is eligible for US citizenship although on her birth certificate she's a Canadian citizen born abroad. I'm a Firefighter in British Columbia looking to move to the US for career opportunities.
