Requesting satisfactory departure on VWP/ESTA relating to coronavirus

I have some questions regarding the "30 day satisfactory departure" offered to those admitted to the US using the VWP and who are struggling to leave because of issues relating to coronavirus. I was admitted entry to the US on August 18th, I am a UK citizen and because of the travel ban imposed on me I stayed in Croatia for 17 days and then entered the US successfully using my ESTA to visit my girlfriend. I am now however finding it difficult to leave and want to request satisfactory departure so am wondering if my reasons fall into those accepted and if they do exactly how I go about applying. My reasons are as follow:

●The airline I had booked my return flight with changed my outbound flight to a day earlier meaning I would have to wait in the airport for over 24 hours before getting my connecting flight home. This is something I was afraid of doing because of the added risk of contracting covid by a long layover at the airport and a much lengthier travel itinerary. I was able to cancel my flight. ●The situation in the UK has worsened since I left and infection rates are soaring. This is also true across many countries and in the state I'm staying in, so the risk of travel is greater now. ●At home I live with my parents, my mother is a community care worker who helps the elderly and vunerable and my father has athsma. Both themselves and I are afraid of getting it from me, especially my mother who runs the risk of infecting the people she cares for. ●I need some extra time to get money for both the flight home and somewhere safe to self isolate when I return home away from my loved ones. 

If these reasons are sufficient to try and request satisfactory departure how exactly do I go about it? The articles and information I've read were published months ago so I'm assuming some things have changed. I want to apply by contacting the CBP using my nearest port of entry, that being DFW international in Texas. I am aware I can also contact USCIS but have read some posts where people have emailed the CBP directly to recieve their satisfactory departure. If I can email them, exactly how far in advance of the experation of my stay should I contact them? Also what documentation should I include? Thank you in advance for any answers, it's much appreciated.
