Hi my parents (UK citizens) will be in Costa Rica for over 14 days around Christmas, from there they want to fly to USA to see me (I am a USA citizen). I have two questions,
1. why would their esta be denied if they will not be in one of the banned zones.
2. is there any way to get a waiver for parents to avoid the ban? I know some exceptions exist.
