Can you travel on ESTA if you're not from a banned country?

I'm from Singapore and airlines recently announced direct flights resuming between America and Singapore within the next few weeks. My little brother is currently in Boston on F1 but he has been accepted and wants to transfer to a school in California. I'm hoping to fly over and help him move across the country during the winter break. I'm confused if I can travel on ESTA since I'm not from a banned country or is the entire program still currently suspended for all countries? Thanks!
