Peace Arch marriage certificate

Need some advice/help. I am a Canadian citizen and my boyfriend is a US citizen and we were planning on getting married in Canada this past May (city hall marriage) and then apply for him to get Canadian PR, but unfortunately that did not happen due to border closures. We’ve heard about a lot of cross border marriages happening at the peace arch in BC/WA and are considering doing that with a small small group, just parents and siblings (if anyone has more information on how this loophole works that’s be awesome). Questions:

1 would an ordained friend from the states be able to officiate the wedding legally?

2 We are wondering where the marriage license has to be issued? Washington or B.C.?

And does it make a difference which country since he wants to apply for Canadian permanent residency later on? If there are any other useful tips, suggestions or advice that anyone could provide I would appreciate it!
