N-400 eligible?

So my GC was issued June 2017 and expired June 2019 this June makes it 3 yrs I believe so that means I’m eligible to file for my N-400 right even tho I file my I-751 since March last year and still haven’t heard anything since they transferred it to Potomac for faster processing šŸ™„in February. I want to file it end of this month into September before the increase in October
