Invitation Questions

My boyfriend is applying for a B-2 visa, and we want to send invitation letters to increase his chances, because that helped my Mom when she came here. He is from Mexico and I live in the US. I have a few questions; 1. I have to write 2 letters, but in what language will the letters be? English or Spanish? 2. Do I mail the letters to the Consular office in Mexico/US? Or, do I just send them to my boyfriend and he takes them to the interview?
