Am I eligible for visa interview waiver?

Hi,

I finished a J1 term from Jan 2019- Jan 2020. I wish to do another one now. There is a website about the Interview Waiver - link

I qualify for all the points there so I am wondering if I am eligible for that. What does the first point there mean? that the previous visa needs to be active right now? Please advice, thanks!
