USCIS I-130 Past Processing Time, but no notification yet.

I submitted an I-130 and received a receipt date of September 23, 2019, sent to the Texas USCIS office. On the USCIS website, they indicate that Texas has already processed up until October 21, 2019 and I am just wondering if there is usually a delay in any mail or notification or if it's just these unprecedented times. I have already submitted a case inquiry and they said that they are still doing the background investigation step. Is this delay normal? According to their website, our paperwork should've been processed a month ago.
