how to stay in unite states until my university starts during my situation

hello guys i am an international student from China ok first, i graduated from my community college on march 19, 2020. and i also admitted to university of Minnesota in Fall 2020. However, as an international student have to follow two rules, first is i cannot stay in USA more than 2 month if i don't study. secondly, I cannot stay outside of America more than 5 months. but during the time, i have to wait 6 months and my university open and i can join in. then I apply OPT( optional practical training) on march 23 and my OPT start date on May 19, 2020. you might understand why i am applying OPT, is for stay in USA legally, but now i might have to leave USA before university starts. additional, there is another rule which is i have to leave Unite states before Aug 19. my opt is approved on June 17 but my EAD card still didn't sent yet. i have asked my community college and University of Minnesota, their opinions are different. community college advisor said they cannot transfer my SEVIS number to my new university. and if get a new SEVIS number from university, i have to leave USA and come back again, which is called reentry. and my university of Minnesota advisor said i can apply a form to USCIS, to apply stay more days in America. but during COVID-19, my country is China. how can i go back and then come back? i don't have other country visa, can i have chance to stay until to my university start or can i transfer my past SEVIS number to my new university? can someone help me? or give me some suggestions? i am alone in United states, plz help me or advise me to ask anyone?
