Vaccination and Bank Account

Hello all, I am asking the following questions for a friend who isn't on reddit. He is planning on traveling to the US from Australia in the first week of October and needs help. This is his first time traveling to the US (spousal visa) and as such won't have a Green Card or any US issued ID document immediately upon arrival. Ae such, please help with:

  1. He is currently partially vaccinated with the Pfizer vaccine (single dose). Australia has kept a gap of 6 eeks between the two doses which overshoots the flight booking date. As such, is there a possibility that he can get his second vaccine shot in the US once he arrives there? Or will he have to get both the vaccination shots? Will they require any ID proofs for vaccination?

  2. Can he open a bank account straight away upon arriving in the US without actually having his green card? Or will he have to wait for his green card to be delivered before opening a bank account?

  3. Since he's planning on going there permanently.. can he use services like Instarem or Transferwise to send his Australian funds over to his US bank account once set up? Would it cause issues with IRS? All the savings he has in Australia are taxed and in line with his income tax returns.

N-400 form {"data":null,"error":{"developerMessage":null,"userMessage":null}} message

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee! At the same time April 2021 showed up on my account as the expected completion date. Last week, the status was "17 days". Today the estimated time of completion has disappeared!!! Any idea what that means? The form is also missing under "Documents -> Your Uploads" tab! So, it appears that my N400 form is missing! What does that all mean, considering that it's impossible to file without N400 form!
