Creating a joint bank account for citizen and noncitizen?

Hi all,

Me and my husband want to create a joint bank account together. I don't have a SSN or ITIN. Are there any banks that would let us do this? Or could he make the account and then I could be added as a joint owner (he is a US citizen and I am not). What could we do?
