Does a visa renewal denial count as a visa denial for ESTA-related purposes?

Hi all,

I want to fill in my ESTA application, but I don't know how to approach the question of whether I've ever been denied a US visa. I was granted a visa in 2012, which then expired in 2017. My renewal application for this visa was denied, and I haven't applied for a new one since then. Would I have to answer "yes" to the aforementioned question?

Any answers or additional insight would help me tremendously here. Thanks in advance!
