People with green card who stay outside the US during covid

I am not sure if there is already a thread for this but curious to know what happened with people who stay outside the us for say 6-9 months during covid. My father was given a warning on his way back but I thought it was foolish. He's is at high risk, covid was raging in the US. If he were to get sick here it will burden the system. At the time, out home country only had a few cases and healthcare there is not great but it's free. He told the officer the circumstances but he didn't seem to care...

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee!
