Product Manager in Tech trying to make sense of visa options [L1B to EB-1c?]

Currently a PM at FAANG who just moved to the US.

While in India, I didn't have any direct reports, but I know L1A allows functional managers to apply. I applied for an L1A blanket visa, but during the interview, the officer said he'd prefer giving an L1B instead, so that's what I got (wtf?) - even though my whole petition was L1A based.

It looks like I can still apply for EB-1c even though I'm on an L1B because I have functional management experience both in the subsidiary as well as in my role here.

What are the chances of my EB-1c application going through? Or should I just stick to EB2/EB3?

The other option is to re-apply at the consulate for an L1A. Is this possible at this stage without having to go to another country and waiting it out for a year?

My lawyers are recommending EB2/3, but they feel pretty incompetent and non-transparent. For all I know, they might be recommending that to improve their success numbers and have an easier filing process since EB-1 is a lot more intensive.
