Green card guidance for my mother

Mother came from mexico(illegally)back in 1990s hasn’t left since. She doesn’t want to go back to Mexico and apply from there because she is scared she might get banned. She’s worked in the US with an ITIN number pretty much for the last 20 years. I’m looking to begin the process of applying her so she can be here legally. I haven’t talked to an attorney just want to get an idea if it would be possible. I hear there is some forgiveness fee that we can pay but not sure.
