Will FAMILY BASED IMMIGRATION VISA dates move forward at all in fiscal year 2021 ?

On October 2020 visa bulletin, there were no changes in all of the family based categories. I think it’s probably due to the PRESIDENTIAL PROCLAMATION suspending certain immigrant visas which include FAMILY BASED ones too. The presidential proclamation ends on DEC 31, 2020. If Trump wins election, he may continue with that as long as COVID 19 solution is found and US economy can be good enough to welcome immigrants. Now that may take another 2-4 years. So, does that mean FAMILY BASRD IMMIGRATION VISA dates will not move at all in coming fiscal years ?
