DHS plans to overhaul student visa system under basic assumption that all degrees are completed in either two or four years.

Two questions here:

(a) Why should government interfere in the timeline of a degree (these are heavily student specific)?

(b) Where do the degrees with flexible timeline and requires more than 4 years (such as PhD) fall in all of this?
