I-824 with Approved H1B and Empty Section in I-129

I’m currently in the US, and my visa was accepted (F1 > H1B) in March 2020.

At that time, the form I-824 was requested because the HR forgot to send a duplicate of the I-129 to USCIS, but now they are saying that filling I-824 for H1B is unnecessary because it will not make any difference. (1) Is this true?

At the same time, the HR left the following section and subsection of the I-129 EMPTY: “Part 4. Processing Information” in which my home country address was asked and “Type of Office: [ ] Consulate, [ ] pre-flight inspection, [ ] port of entry.”

Considering that I have no stamp on my passport and I will eventually need to have, (2) Is it safe to go to my home country to get stamped with an empty Part 4 section?

I would appreciate any suggestions and comments to mitigate these two issues and showing me my best options. Thank you so much!
