Expired/abandoned green card?

My mother (who's a citizen) is hoping to bring my grandmother to the US and she previously had a green card. Unfortunately my uncle, who was the primary caregiver/companion to my grandmother, passed away last November. We feel like it would be best for her to come here to be around family especially during isolation period. It's been over 10+ years since she traveled to the US and we're not sure how to go about this process. Anyone know if we should get an immigration lawyer for this or is it manageable to start the process on our own?

I guess my other question would be how do I restart this process? Do we need to repetition or is there a form we can fill out to reapply for her green card. Any guidance appreciated.
