Indian Passport renewal in the US is taking too long due to Covid-19. Employer needs to file H-1B. What do I do?

I applied for Indian passport renewal in SF in March 1st week. The process was immensely slowed down due to the pandemic, and understandably so. April 1 is when I found out that I have been picked in this year's H1-B lottery. My employer needs my passport to file my H-1B visa case before June 30.

The current 'Shelter-in-place' order in SF has been extended to May 31. So, I won't be able to get my passport any time soon and fear that it may be too late for H1-B visa filing. Is there something I can do about this? Am I panicking unnecessarily?

Note: The Indian Consulate says that my renewed passport is almost ready and is only pending a dispatch by their partners, who will resume work only after the "shelter-in-place" order is lifted.

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee! At the same time April 2021 showed up on my account as the expected completion date. Last week, the status was "17 days". Today the estimated time of completion has disappeared!!!
