Is it normal to receive an RFE before having the biometrics scheduled?

I submitted my I-485 package February 24th. Received the letter saying they got everything on March 31st, and on May 5th, I received an RFE asking for more tax forms for my sponsors. No biometrics have been scheduled during this time, which I assume it was because of everything being shut down because of COVID-19. I was wondering if anyone else is on the same boat, and has received an RFE without having their biometrics scheduled/done, or if this is normal. Thank you!
