For context see this post to summarize, the vast majority of European countries has a 0 USD reciprocity fee, but a few individual countries all have reciprocity fees of hundreds, with Ireland topping at 1505 USD.
The reciprocity fee is supposed to be a response for foreign governments imposing a visa fee for US students studying in that country, but I can't find anything about Irish government (or Finnish, or Norwegian, etc) requiring such incredibly high fees. Also, I find it hard to believe that the vast majority of countries would require absolutely no fees.
