Wife's parents passed away, best way to get her siblings here?

Wife is Filipino. American citizen. We've been married 18 years.

Her parents passed away when she was younger, before we even met. I know a lot of our friends have brought their siblings here after bringing the parents and it was much faster.

My wife obviously does not have that option but is there any paperwork she can file or exception that can be made for her siblings to come here?

They are all incredibly hard-working and it pains me to watch my wife cry every time she talks with them on the phone.

Even if not permanently, what's the quickest way she can get one of her siblings here even to visit?
