Which US consulate has the less waiting times for interviews?

Hi,

I live in the UK and the next available appointment is FEB 2022 for a B1/B2 visa.

My mother in Spain had her appointment for August but she just received an email that her appointment was cancelled. There are no new appointments there.

Is there any other place of your knowledge that we could possibly try to schedule an appointment for this year?

There seem to be up to the consulate to accept people that are not resident of the country one is applying from (for example, I know people that went to Spain and got their visas without living or being residents of Spain nor Europe).
