When will the employment-based green card country cap be removed?

Hello,

I saw that there are a few pending bills that aim at removing the country cap for employment based green cards, benefiting Indians, but hurting everyone else (e.g. EAGLE Act, US Citizenship Act 2021). What are the odds of such a bill passing in the next 2-3 years?
