Visitor visa USA

I was looking to apply for visitor visa for USA, I am a PR in Canada. I got connected with some ppl who said they took appointments and they have got it for May 2022. Some said to wait for submitting the application (till opening of restrictions which is currently till July end) as i might get an earlier appointment if things start on track. I have 2 questions: 1. Wondering whether applications are processed on first applied first processed basis or just randomly. If they are processed on first serve basis, then there is no point in waiting for restrictions removal & book appointment now itself. 2. If i book appointment now, is there a possibility that the booked appointments can be preponed by them when they are fully operational. Does this happen? Pls advise.

DS-260 Have you ever attended any educational institutions at a secondary level or above?

Ok so I’m not sure what to put down here, I have a high school diploma and currently attending college! So for the occupation part for a previous question I put down the school I go to and address, however I am uncertain what to put down here, I put my high school start and end date but do I also include the college? Because it says highest level of education COMPLETED but also in the drop down menu there is an option that says UNIVERSITY,NO DEGREE which if I do choose then I will have to fill out the school information and then a start date and an end date which I still do not know this is the only question I’m struggling will and have looked into it but no straightforward answer!
