Switching employer with H1B (COS) approved

My STEM-OPT extension and my H1B also got approved this week. My employer had applied for H1B with COS. However, recently, I got a job offer from another company that want to start my GC process (ROW quota) from day 1. In this case, if I am to switch jobs, would my STEM-OPT be active since my H1B got approved ? Would the H1B needs to be transferred such that I am in a legal status starting October 2021? Also, my STEM OPT would expired in May 2023, would there be enough time to get GC on hand?
