Seeking I-693 clarification

If I-693 is submitted AFTER the AOS filing (in response to RFE), does the submission date have to be within 60 days of civil surgeon signature? I know the exam is valid for 2 years once submitted, but I can't find a definite answer to my question. There seem to be strong opinions on both sides of this issue. (1) Submit within 60 days of signature OR (2) submit any time as long as the results are still valid? Thanks.
