Passport Renewal with Notarized Copies of Old Passport

Hi Reddit Immigration Lawyers

I need to renew my passport and I wondered if there is a way to send notarized copies instead of sending the actual expired passport. The only proof I have of my citizenship is my passport and I wouldn't want it to get lost in the mail (as it has been the case for some people). If it cannot be done this way, are there any other options out there to renew that wouldn't require one to relinquish an expired document?
