Moving to a new state for faster I-130 processing time?

I'll be 21 in December and I want to file a petition for my parent then. I'm wondering if I move to another state under the Nebraska USCIS jurisdiction, will the I-130 get processed faster? My current state of residency is California and USCIS shows much faster processing times for the Nebraska jurisdiction.

By moving, I mean completely moving to a new state, getting a new address and driver's license, and live there fore more than 90 days before I submit my application.
