Is getting married outside of the US and going through consular processing faster than applying for a fiancé visa?

Wondering if anyone knows what the timing on these two processes are like right now. Someone I know who is a US citizen wants to gets married to a girl who is European. They want to do it ASAP. If the girl comes in from her B1\B2 visa and gets married then she has to go back because applying for adjustment of status would seem like visa fraud. So I feel the next best thing is getting married in Europe and applying for her green card through consular processing. I’m wondering that’s the best option or if anyone thinks applying for a fiancé visa would be quicker. Any advice would be much appreciated. Thanks!
