I mean, from a common sense viewpoint - you should visit country before makind a decision to move there. So you know what is the country like and such, and will you actually like it there
But on another hand, tourism by itself is pretty expensive. And also, you can't really feel the vibe of country and people just from visiting a couple landmarks and staying in hotel. So not sure if visiting would actually help to decide
