Family visiting GC holder from France

Hello all, This is my first post, not sure if I got it right. I am a GC holder and my wife a US citizen. My parents on B1/B2 Visa and my sister (ESTA) want to visit us in Florida from France. They are French citizens and fully vaccinated. I saw that they are doing exceptions for parents and siblings of GC holders.

But do they need to apply to an NIE (National Interest Exception) ? Or can they just fly to the US with proof of vaccination and PCR covid test results? I am super confused.
