Do you a Social Insurance Number before entering Canada on a work permit ?

Hello all,

My lawyer who is Mexico is setting up my current work permit. He just noticed me if that need to pay a additional charge for a sin . But is the sin number mandatory before entering Canada . Could I apply for a sin In Canada upon my arrival ?
