Does 3 years rule apply if I already have been married to USC for 3 years?

I am a bit confused about how GC to naturalization process works.

Example A: Suppose a person has been married with their USC spouse for 1.5 years and they get conditional green card. Do they now have to be with their wife for another 1.5 years before they can apply for naturalization?

Example B: If a person has been married with their USC spouse for 3 years and they get unconditional green card. Can they apply for naturalization very soon after?
