It seems a PhD candidate can file for NIW. But can a direct PhD, someone who is enrolled in PhD program without master's degree, file for NIW if he or she has enough citations?
Can someone who started PhD without a master's file for NIW if he or she passes the qualifying exam? It seems the minimum requirement for NIW is having a master's unless you have worked in the field for at least 5 years with a bachelor's degree. But there seems to be quite a lot of PhD candidates who have gotten the green card through NIW process. Is it possible for he or she to file for NIW after passing the qualifying exam even though he or she does not have a master's degree?
