ESTA application after a denial

Hi,

I have a couple of questions. The first is having had a declined ESTA application for travel to the US with no reason given as to why, is it possible to then apply again (which due to the COVID outbreak would be about 3/4 years after the refusal) or is it a waste of time? If that is a no go, is there any other way to apply to visit the US?

& finally, does this then affect your ability to travel to Canada?
