U.S. Citizenship Act of 2021 Help??

I'm currently on an F-2 visa, soon to be on F-1. Does the U.S. Citizenship Act of 2021 allow me to apply for a green card/citizenship if I was present and a legal 'child' before Jan 1 of this year?

I'd appreciate the help!
