I'm a US Citizen and I need to be separated longer than H1b who got married recently!

US Immigration laws are screwed up.

Me: US Citizen, married overseas. Need to apply for I-130 and get a GC for my spouse. This is going to take ~1 year!!!

My friend: H1b worker, married overseas. He applied for H4 visa for his spouse and they are uniting together within 2 months!

Is it possible for me to apply H4 for my spouse too and change status later? I feel it's so unfair that US citizens are kind of getting punished here. Horrible to get married and be separated!
