I-821 | How to answer a question [Part 7. 1.c.]

Hi all!

A family friend is filling for TPS and one of the questions [Part 7 - 1.c.] asks you if "You EVER traveled to and entered another country, other than the one listed in Item Number 1.a. before you last entered the United States?"

Are they asking about any stops/layovers right before landing in the US for last time, or are they asking about all the previous trips the person has taken in their life? The "EVER" in all caps and bold makes it so tricky.
