Got denied for my replacement visa, I had an IR2 Visa

Last February 2020, I was able to passed the interview and was issued an IR2 immigrant visa. I was 21 yrs old at that time. They said I'm protected under CSPA. So I booked a ticket to the US, April 19. My visa was expiring on the 24th of April 2020. My flight got cancelled because during that time, it was a world wide lockdown. Now, since COVID was inevitable, I was able to process my replacement visa. They had me took a medical examination again, but they didn't interview me since I was applying for a "replacement visa". But then, they notified me that I am ineligible for the visa because of Trump's proclamation and asked me to contact them after March 31. When I read Trump's proclamation, it says there all who has IR2 Visas are exempted.

I was really devastated and I want to clarify things out. Can somebody help me? It was clearly not my fault that I wasn't able to fly out of the country.

DS-260 Have you ever attended any educational institutions at a secondary level or above?

Ok so I’m not sure what to put down here, I have a high school diploma and currently attending college! So for the occupation part for a previous question I put down the school I go to and address, however I am uncertain what to put down here, I put my high school start and end date but do I also include the college? Because it says highest level of education COMPLETED but also in the drop down menu there is an option that says UNIVERSITY,NO DEGREE which if I do choose then I will have to fill out the school information and then a start date and an end date which I still do not know this is the only question I’m struggling will and have looked into it but no straightforward answer!
