I'm a Canadian citizen that is looking to apply for TN status at the border.
I'm thinking of flying from Ottawa to San Francisco with a layover in Toronto (YOW to YYZ to SFO). There are no direct flights from YOW to SFO. Which airport does CBP Preclearance happen? Both YOW and YYZ have CBP Preclearance.
