Can someone else, not your petitioner, file I-864 (affidavit of support for you)?

Hi, so my uncle sponsored my parents and after like 10 years the name came up for the IV (Immigrant Visa). However, my uncle can't sponsor since he sponsored my aunt like 3 years ago. I was wondering if it is legal to find someone, other than my uncle, who might do that and if so, it legal. Has anyone gone through it?

I looked at the USCIS website and it seems like it is allowed (only condition is to be US citizen), but I wanted to confirm. LINK
