Can i765 be filed for while waiting for PERM certification?

I will like to know at what stage the i765 can concurrently be filed for in the AOS process.

I am in talks with an employer to move from F1 to EB3 GC and I read that the PERM pending doesn't give me the right to work. Since it takes time, at least 6 months, can I file the i765 before or after the PERM is certified?
