Are Processing Times frozen to when you submit your Case?

Hi everyone,

I have a question. With processing times being all over the place right now, a question dawn on me.

Are processing times true to when you submit your case or does it get updated as it goes? For example, I submitted an I-601A in Nov 2019 when processing times were between 8 to 12 months. In comparison to someone who would submit an I-601A today is 18.5 to 24 months.

is that how it works, or am I basically looking at waiting 18.5 to 24 months.
