What do immigration officers think of passport holders incapable of speaking the country of issue language?

Asking for a friend, say you come into an EU country (‘X’) as a EU National (passport holder of ‘X’) but not speaking the language (since the passenger was born and bred in a different country as legit descendant of someone from ‘X’)? Could they inquire further thinking you have something to hide or that you obtained your passport illicitly?
