Question about the US sibling visa

So my little brother was born in the US when we lived there for 2 years. We moved back to the U.K. when he was 1 and have only been back for vacations. Apart from when he was 1 he has never lived there. He turns 21 in Jan so I understand that’s the age he can sponsor

My questions are 1) I’ve seen timelines range from 1-10 years wait time. Has anyone had an experience with this? 2) will I still be able to apply even if he isn’t a resident too?

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee!
