k-1 unsureties

3 questions not related but for information purposes; thanks in advance!!

1) To petition for your parents (mother or father) to live in the United States as green card holders, you must be a U.S. citizen and at least 21 years old. (People who are themselves green card holders (permanent residents) may not petition to bring parents to live permanently in the United States.

2) Is there any source/testimonies for 2021 or end of 2020 that applied for time length (Trying to determine if i-129 or k-1 is faster option in general.

3) Is the k-1 able to be sent in while fiance is in the USA (fiance leaving within 90 days on tourist visa)? Any sources would be helpful!
