H4 processing time from abroad

H1B holder with fiance abroad (not India or China). What is the fastest way to reunite? Is H4 processing from abroad slower than within US? If so, can we marry in US (B2 to H4)? Would that affect GC in the future? Confused with all the rules. TIA
